Human Capital Development and Management
Functions
Delineates the appropriate functional structures, skills mix, technologies and operating systems for the Commission and line Ministries, other Commissions and Grant Aided Institutions to undertake their mandates effectively.
Conduct Job Evaluations for Line Ministries, Departments, other Commissions and Grant Aided Institutions.
Ensures the identification, development and placement of fit- for-purpose human resources in all job categories within the service
Creates and develops human resources practices, standards and procedures that encourage recognition and growth in the Public Service
Ensures that all programmes across Government clearly define approaches to non-harassment, disability and gender issues.
Develops strategic solutions to employment and career development-related issues to assist Line Ministries and other delivery units in meeting their expected levels of performance, delivery and productivity.
Champions culture change across the Public Sector
Facilitates and promote continuous learning amongst officers in the Public Service.
Develops capacity building programmes that are well coordinated and address performance gaps in the Public Service and enhance the achievement of the national Vision 2030 and prioritized targets.
Represents the Government of Zimbabwe regionally and internationally on matters related to or connected to the development of officers in the Public Service and organizational excellence
Engages in public policy research relevant to the development of officers in the Public Service to improve performance in Government.
Equips officers in the Public Service with appropriate values, orientation, work ethics, skills and management tools.
Oversees the training function in the Public Service across sectors/MDAs
Develops and promotes an operational work culture in the Public Service, that delivers adequate and responsive services to the citizens.
Exercises control and disciplinary powers over members of the Public Service and investigate and remedy grievances
Conducts psychometric tests as part of selection in the Public Service to promote capacitation of MDAs with competent personnel
Conducts training and awareness on mental health and providing counseling and psychological support
